Brooks Brestal Joins Horner & Shifrin

Senior Engineering Manager

Horner & Shifrin has added Brooks K. Brestal, P.E., as Senior Engineering Manager to its staff.  Based out of the firm’s O’Fallon, Illinois, office, he will be responsible for H&S’s Illinois marketing operations, and will also provide technical oversight on various projects.

Brestal worked for the Illinois Department of Transportation, District 8 (Collinsville), from 1979 through August 31, 2009.  His most recent position was Studies & Plans Engineer, where he had responsibility for overseeing many of the region’s most significant projects, including the $640 million New Mississippi River Bridge at St. Louis, for which he was instrumental in the development of various programming and engineering options that led to an eventual signing of the Bi-State Agreement between Illinois and Missouri for that project.

During his 30 years at IDOT, he worked closely with MoDOT, FHWA, local railroads and many other regulatory and local, state and federal agencies as part of his job duties. In 1996, IDOT named Brestal its District 8 Engineer of the Year.  In February of this year, IDOT honored him as its 2008 Statewide Engineer of the Year in recognition of his contributions to the region’s transportation system improvements as well as to the Department.

Brestal is a registered Professional Engineer in Illinois, with a Bachelor of Science in Civil Engineering from Southern Illinois University at Edwardsville.

Brooks and his wife, Kim, have two daughters, Olivia and Maddy, and reside in Fairview Heights, Illinois.  He has been involved with managing youth sports teams in several different sports and served as School Board President at Holy Trinity Catholic School in Fairview Heights.  He is an avid golfer, and also enjoys cycling.
