Construction Engineer

Horner & Shifrin is seeking a full-time Construction Engineer. Candidates with 5+ years of experience are preferred, but we will consider a construction administrator with 3+ years of experience.


  • Working knowledge of IDOT Construction Manual, Local Municipality Phase III engineering projects, or Tollway Construction Manager’s Manual for Tollway construction management projects
  • Knowledgeable to enforce contract specifications, contract drawings, and special provisions. Keep daily diary of all work-related activities and field payment books
  • Able to plan, coordinate, and lead meetings with multiple stakeholders
  • Be able to traverse active construction sites on foot for long distances, measuring, recording, or field verifying installed construction items due for contractor payment
  • Ability to manage the full contract administration on assigned jobs to include, but not limited to, approving contractor payment applications, preparing change orders, coordinating contract start-up, inspections, layouts, as well as final contract paperwork for closeout, invoicing clients for time worked on projects
  • Knowledge of Americans with Disabilities Act (ADA) construction compliance
  • Monitor and verify Contractor’s traffic control be in accordance with contract requirements
  • Participate in resolution of design, construction and field issues


  • Field experience with field Inspections, daily diary documentation, payment documentation
  • Proficient with Microsoft Office software (Excel, Word, Outlook) and CADD
  • Excellent written, verbal, and oral communication skills
  • IDOT Documentation of Contract Quantities certification or ability to obtain certification
  • Ability to work overtime
  • Must possess a valid driver’s license
  • Must complete a background check


Construction Engineer: Bachelor of Science in Civil Engineering or Construction Management, required – Professional Engineer licensed in Illinois or the ability to obtain license, preferred

Construction Administrator: High School Diploma or GED, required – Associate’s or two-year degree in construction management, preferred


Salary will be commensurate with experience
