Overview
Horner & Shifrin was the design lead for the Jefferson / 22nd Street Traffic Flow and Corridor Improvements project in the City of St. Louis. The project focuses on improved traffic flow from I-64 to the future National Geospatial-Intelligence Agency (NGA) West Headquarters to the north on Jefferson Avenue. The project reestablished the City grid system of streets converting excess MoDOT right of way to 4 large parcels for development in Downtown West. These parcels became the home of St. Louis’ new Major League Soccer team, St. Louis CITY SC. The project included roadway, drainage, signal, and pedestrian improvements to the following nine city streets: Jefferson Avenue, 22nd Street, 21st Street, Chouteau Avenue, Scott Avenue, Clark Street, Market Street, Pine Street, and Olive Street.
The project also included an extensive bicycle facility separated from dangerous vehicular traffic. The new bikeway created a new low-stress connection from Jefferson/Chouteau to Market/20th. Improvements were coordinated with MoDOT’s I-64 interchange improvements as well as all the St. Louis CITY SC site improvements including CITY Park Stadium, multiple practice pitches, and team store. The project was funded by 80% STP & CMAQ federal funds and 20% local St. Louis Development Corporation (SLDC).
