Meet Jarrett Jasper, the Engineer Leading H&S’s Utah Transportation Growth

When Jarrett Jasper, PE, joined Horner & Shifrin in 1998, Missouri was still seven years away from approving design-build delivery for transportation projects. Twenty-eight years later, as Senior Vice President and Business Unit Leader for Transportation Infrastructure Engineering, Jasper is one of the people leading H&S’s expansion into Utah, and the story he tells is a personal one, built on relationships more than resumes.

“What we loved about O’Neill & Company was that their people, how they operate, and how they treat their customers mirror how we build partnerships,” Jasper said of H&S’s acquisition of Carrie O’Neill’s Utah firm.

That instinct comes from more than three decades in the field. Jasper has personally been part of the pursuit and award of nine design-build projects in Missouri. He’s also worked hands-on with diverging diamond, single-point urban, and roundabout interchanges across Missouri, Illinois, and Arkansas. That experience is what he and his team now bring west.

“We see opportunities in Utah for H&S to be part of that design-build process,” Jasper said of a state that, like Missouri, has no design-build cap. “They’re developing partnerships with contractors and some of the major engineering firms we already partner with. We look forward to building on our partnerships in Missouri, Illinois, and Arkansas, and bringing that work to Utah.”

What’s struck Jasper most isn’t how different Utah is, but how familiar it feels. “I’ve been really impressed with how organized the UDOT program is and how they procure work,” he said. “Carrie O’Neill and her team have built a great reputation and strong relationships there, so it’s been an easy transition into Utah.”

For Jasper, the fit is as personal as it is professional. “Our teams share a similar culture and camaraderie,” he said of working alongside O’Neill’s team since the acquisition. “Integrating them with H&S has been seamless. I couldn’t be more pleased with how it’s gone.”

Ask Jasper what it takes to build a transportation practice in a new state, and he doesn’t point to a playbook; he points to habits he’s built over his career. “It’s relationships, problem solving, innovation, and bringing common sense to projects,” he said. “It’s being a consultant and a partner to your client … and proving you can be trusted to deliver on time and within budget.”
