Rock Creek Public Sewer District

Overview

Horner & Shifrin partnered with the Jefferson County Public Sewer District to upgrade the Black Creek Trunk Sewer, a vital part of the region’s wastewater infrastructure. The project involves replacing nearly two miles of aging sewer line—from Vogel Road to Miller Road—with new, larger-diameter pipe to improve capacity and reliability for the community.

The team managed every phase of the project, from design and bidding to construction oversight. Work included a detailed topographic and boundary survey to confirm the location of existing sewers and establish property and easement lines. New and temporary construction easements were developed to support the installation process. A geotechnical investigation, performed in collaboration with Shannon & Wilson, Inc., helped guide safe and effective construction, especially for challenging areas like creek crossings, road bores, and work near a large retaining wall.

The project also required coordination with multiple agencies to secure necessary permits, including those from the Missouri Department of Natural Resources, U.S. Army Corps of Engineers, Missouri Department of Transportation, Jefferson County, and the City of Arnold.

By modernizing the Black Creek Trunk Sewer, Horner & Shifrin is helping the District provide more reliable service, protect the environment, and support future growth in the community.
