Development Review & Citywide Engineering
As City Engineer, Horner & Shifrin reviews residential and commercial developments for grading, street design, parking layout, ADA compliance, and drainage—making sure every project meets city standards and supports a high quality of life for residents.
Stormwater Solutions
When residents report drainage or flooding concerns, our team meets with property owners, investigates the issues, and develops practical solutions. We design and implement city-funded improvements, coordinate with the Metropolitan St. Louis Sewer District for approvals, and oversee construction to make sure projects are built as intended.

Street Inspections & Improvements
Horner & Shifrin inspects all city-maintained streets, using the PASER rating system to assess pavement conditions and help the city plan repairs. Our findings support long-term budgeting and led to the successful passage of Proposition S, a $16 million bond issue for street repairs. We continue to provide construction documents and manage repairs as part of a multi-year improvement program.

Securing Federal Funding
Our team has helped the City of Manchester secure federal Transportation Improvement Program (TIP) funds for multiple projects, including road, bridge, and active transportation improvements—bringing valuable resources to the community.
GIS Hosting & Veteran’s Memorial Brick Paver Program
We developed a comprehensive Geographic Information System (GIS) for the city, including a unique application to manage the Veteran’s Memorial Brick Paver Program. This web-based tool allows staff to update records in real time, track brick placements, and connect the public with information about memorial bricks.
Bridge Inspection & Repairs
Horner & Shifrin provides bridge inspection and repair services, such as the recent improvements to the Lindy Boulevard Bridge over Fishpot Creek. Our work included concrete overlay replacement and substructure repairs, helping to extend the life of this important city asset. Through these ongoing services, Horner & Shifrin is proud to support the City of Manchester in building a safer, more reliable, and more connected community—where residents can count on well-maintained streets, effective stormwater solutions, and accessible public spaces.
