Horner & Shifrin assisted the City of Ladue to meet the requirements for compliance with Phase II Stormwater permitting for MS4s.
In order to assure complete compliance with MCM 4, Horner & Shifrin recommended that the city provides construction inspection services under the auspices of the Building Commissioner and drafted a new ordinance for the fees, rules, and procedures for these services for adoption by the City Council. In regards to MCM 5, Horner & Shifrin wrote a new ordinance for streambank buffer protection which incorporated and revised previous codified measures to ensure that channels would be protected from erosion and sediment through a variety of regulatory measures and design criteria. To assure equal compliance with MCM 6, we thoroughly reviewed all practices of the maintenance and public works activities and then based on the practices and needs, individualized the model county-wide operations & maintenance manual to address the specific materials and procedures used throughout the city.
