About Steve Gillen
Steve Gillen is a retired Illinois Tollway engineer with more than 27 years of experience. Steve is an innovative civil engineer who strives to improve roadway design practices to reduce costs and expedite construction schedules. Steve’s experience includes providing oversight to the Materials, Pavement Management, and Research programs at the Tollway. Steve directed the overall operations; supervised staff, assigned workflow, and implemented numerous process improvements for the Illinois Tollway Materials Department. Steve managed multi-million dollar contracts for QA/IA staff and labs, oversaw materials QC and QA on all construction as well as mix design control. He established a Tollway sustainability program, resulting in cost savings and decreased carbon footprint. He was involved in the development and review of most all phase II design project documents for new construction, re-construction, and rehabilitation capital program projects at the Illinois Tollway.
