The Silence of Success: Rethinking What Commissioning Buys You
For the owners of hospitals, laboratories, and research facilities, a building that performs on opening day is a promising start. It confirms the systems are running. It does not confirm that they have been verified under the operational conditions that matter.

There is a particular kind of silence every facility owner should want and almost none of them notice. It’s the silence of a building that simply works. Operating rooms that maintain precise environmental conditions through a long procedure. Critical research in a laboratory continuing through a power loss. Data centers holding load through a mechanical failure, redundant systems transitioning exactly as intended. When commissioning is done well, that silence is the entire point. The problems are resolved before an owner ever knows they existed.
That is also what makes commissioning easy to undervalue: its best work is invisible. What an owner sees is everything that didn’t happen, which is exactly why it becomes tempting to trim on the next project. The returns themselves are real and trackable. They show up in equipment that lasts longer, lower utility costs, and energy consumption that reflects an optimized system. An issues log full of closed-out line items addressed by the team is exactly what an owner should be working toward. But those outcomes are the result of deliberate work, not good fortune. Recognizing commissioning as one of the key drivers behind that performance is what allows owners to continue building on it, rather than assuming the next project will take care of itself.
Where startup ends and verification begins
Installation and startup procedures performed by the contractor team are a critical part of bringing building systems online. They confirm that equipment is installed, powered, and operational. What they are not always expected to do is verify that every function of the design intent has been confirmed, or that systems will respond as intended under the full range of operating conditions an owner can eventually encounter.
Jeff Crawford, who leads Horner & Shifrin’s Building Services group, describes a research facility built with multiple layers of redundancy specifically so it could stay operational through a power interruption. The redundancy was designed. It was installed. Verification stopped there. “The commissioning agent failed to fully verify the equipment’s failure modes and what would actually happen when power was lost to a critical piece of equipment,” Crawford says. The issue remained invisible until the building was occupied, when a routine filter change in an air handler triggered a full system shutdown that exposed the problem: airflow that was never supposed to be at risk failed to respond as the design intended.
The equipment was installed and capable of performing as designed. The issue wasn’t the installation itself, but the absence of functional performance testing and failure mode verification before the building entered operation. That gap between what a system is capable of and how it responds under real-world conditions is precisely what commissioning is designed to close, before an owner ever has to find out the hard way.
Proving performance beyond normal operation
Verifying that equipment runs under normal operating conditions only establishes a baseline. The commissioning process can encompass the deeper dive into equipment functionality with input and output verification, alarm and interlock testing, control sequence validation, simulated failure scenarios, and integrated system testing across connected equipment. These evaluations go past confirming that systems operate. They establish how systems respond across the full range of conditions an owner will encounter, including the ones that only arise when something doesn’t go as planned.
On a surgery center project, coordinated testing uncovered that the controls contractor had not implemented the design intent. “The issue was corrected early, before it became extensive troubleshooting in a live facility,” says Casey Wilson, an assistant unit leader focused on the healthcare market. The same process surfaces the kinds of errors that drawings alone can’t reveal: coils installed incorrectly, control sequences that don’t perform as written, and integration gaps between systems that each appear to function fine in isolation. Finding and resolving these issues before occupancy is what separates a smooth handover from a building that spends its first years in reactive maintenance.
Commissioning is quality control, not a final inspection
Functional performance testing and the verification steps that come at the end of a project are critical, and the value they deliver is real. But commissioning that begins only at the tail end of construction is commissioning that has already passed by some of its most valuable opportunities. A common misconception is that commissioning is the box checked before the ribbon is cut. When it is treated that way, issues that surface late are typically far more costly to resolve than those identified earlier, when there is still time to course correct without impacting schedule or budget.

A proactive approach carries that operational perspective through every phase of the project. Drawing and submittal reviews, informed by lessons learned on previous projects, bring equipment access, maintenance routines, and failure response into the design before anything is installed. First-of reviews on projects with repeated equipment establish a verified installation standard on the first unit before the rest follow. Field observations during construction catch issues while trades are still on site and before systems are concealed. Each step resolves problems at the stage where doing so costs the least and delivers the most.
The risk window closes faster than owners think
A cooling system commissioned during mild spring temperatures may not reveal performance issues until peak summer demand arrives. A heating system accepted in the fall may not be fully stress-tested until the first sustained cold stretch of winter. After substantial completion and occupancy, systems can typically only be evaluated under the weather conditions present at the time. A system accepted without seasonal verification is a system accepted on incomplete evidence. When seasonal conditions prevent full verification, those issues can go undetected long enough to push discovery outside the warranty period entirely.
This is where the first-year warranty period becomes a critical window that requires attention. Deficiencies identified within the warranty period are typically the contractor’s responsibility to correct. Those that surface after it expires become the owner’s cost to carry. For facilities where uninterrupted operation is critical, including hospitals, laboratories, data centers, and water and wastewater infrastructure, that window is not an administrative detail. It is the line between a defect that gets corrected at no cost and one that becomes a long-term operating burden, paid for in callbacks, downtime, and accelerated wear on equipment and building infrastructure.
An independent perspective, and what it leaves behind
Owners sometimes assume commissioning is only relevant on projects where their primary engineer isn’t already involved. Often the opposite is true. Independent commissioning is valuable precisely because it is independent: an objective perspective that spans the full arc of a project, connecting design intent, construction execution, and long-term operation in a way that no single member of the project team is positioned to do alone.
“It’s a good way to bring in a separate set of eyes,” Crawford notes, and that holds true even when an owner has a preferred MEP firm and simply wants confirmation from someone with no stake in the original design that everything works as intended. For high-stakes facilities, that objectivity functions as a control, protecting the integrity of the process from design through handover.
What a successful commissioning process leaves behind is more than a closed-out issues log. It is a facility staff that understands how their building operates, trained through the commissioning process itself so they are equipped to maintain and run systems efficiently from day one rather than learning through trial and error after occupancy. Clear documentation, verified sequences, and established maintenance routines replace guesswork with a foundation for long-term performance.
That knowledge doesn’t stay with one project. The observations gathered through commissioning — what failed, what was misapplied, what performed better than expected — feed directly back into the next engagement. So how does an owner know commissioning worked? In part through the metrics that are trackable: energy consumption that reflects an optimized system, lower utility costs, equipment life that wasn’t shortened. But much of the value shows up in what an owner never has to deal with.
“Success looks like people not telling the owner the building isn’t working,” McCormick says. “Occupants who don’t see issue after issue, week after week.” A smooth first year of operation, a facilities staff that knows how to run their building, and a warranty period that closes without outstanding deficiencies are all outcomes that are easy to take for granted and difficult to put a number on.

That is precisely why commissioning should be understood as an investment with a return, not a line item to be evaluated in isolation. MEP engineers breathe life into the building.” Commissioning is how you confirm that life is there, performing as intended, on the hottest day, through the longest procedure, and when the systems are called on to respond in ways they were never tested for at startup.
