Steve Gillen Joins Horner & Shifrin as Engineering Manager

Mr. Gillen has more than 35 years of transportation design experience

Mr. Gillen holds a Bachelor of Arts in Physical Geography from the University of Illinois, Urbana and a Master’s of Science in Materials Engineering from Purdue University.

Steve has more than 35 years of experience in transportation design working in both the public and private sector. He is an innovative civil engineer who strives to improve roadway design practices, to reduce costs and expedite construction schedules. Prior to joining Horner & Shifrin, Mr. Gillen was employed for 27 years as the head of the materials, pavement management, and research programs at the Illinois State Toll Highway Authority assisting designers with the preparation of plans for large roadway projects; which included the preparation of specifications, design details, and cost/time estimates relative to innovative designs that were commonly implemented at the Tollway. Steve also established the standards for an independent assurance program at the Tollway and oversaw all Materials QC/QA during construction. One of his responsibilities at Horner & Shifrin includes involvement in the QC/QA process to ensure proper Tollway design standards and specifications are utilized for the submitted design documents.
