About Carrie O’Neill

Carrie O’Neill is a transportation engineer with more than 35 years of experience in traffic signal design, roadway engineering, lighting systems, ITS, alternative intersections, and interchange design. Known as the “Signal Gal,” she is widely recognized as a leader in traffic signal innovation and has played a key role in many of Utah’s largest and most complex transportation projects. Carrie has been instrumental in advancing UDOT’s signal design standards, contributing to the Signal Design Guidelines Manual and statewide signal standards used by consultants and state staff throughout Utah. As VP and Regional Manager at Horner & Shifrin, she leads the firm’s Salt Lake City office and West Region operations.
