About Regis Chen

Regis Chen brings more than 43 years of international construction and design experience to Horner & Shifrin, with deep expertise in traffic signal and roadway lighting design. His career began in Taiwan, where he led construction of commercial and residential complexes, high-rise buildings, military experimental laboratories, and radar stations. After immigrating to the United States, he joined UDOT, where he spent nearly 23 years across Materials, Construction, Roadway Design, and Signals and Lighting Design — contributing design and construction oversight to dozens of project teams. Over the course of his career, Regis has designed or overseen more than 500 signal and lighting projects across the state of Utah.

He holds NICET Level IV certifications in Highway Design and Survey and Highway Construction and Materials, as well as UDOT Design and Construction Level IV certifications.
