SR-132 Improvements, MP 38.1 to Nebo Loop Road

Utah Department of Transportation (UDOT)

Sanpete County, Utah

Overview

A one-mile stretch of SR-132 in Sanpete County had a passing problem. No passing lane, narrow shoulders, and an intersection at Nebo Loop Road that created conflict points for turning traffic. UDOT needed a design team that could coordinate a complex, multi-discipline scope without losing momentum.

We served as Prime Consultant and managed the full effort: roadway design, utility coordination, and oversight of a team that included Horrocks Engineers, ESI, Cobb-Fendley, and CMT. The design added a westbound passing lane, widened the eastbound shoulder, applied pavement leveling and chip seal treatments, and improved the Nebo Loop Road intersection with left-turn storage pockets and evaluation of acceleration and deceleration lanes.

Aerial imagery and photogrammetry anchored to survey control kept the terrain modeling efficient and the schedule moving. The completed corridor gives drivers room to pass, recover, and turn without conflict.

This work was performed by O’Neill & Company prior to its acquisition by Horner & Shifrin in 2026.
